PLDT and Smart Enterprise enhances Bacoor’s emergency response system with the SOS Dispatch solution 

Indeed, Bacoor has transformed into one of Cavite’s fastest developing areas. Just 15 kilometers southwest of Manila, the city serves as the middle ground between metropolitan hustle and bustle, and provincial tranquility. Currently, its population of over 600,000 residents is benefiting from the recent boom of big wholesale and retail establishments.

As Bacoor continues on an upward trajectory as an expanding commercial hub, the groundwork has been laid for a more future-forward city. This includes providing more efficient, reliable, and comprehensive public services, especially during emergencies. As part of the roadmap, the Bacoor local government has partnered up with PLDT and Smart Enterprise to utilize the new SOS Dispatch solution.

Life-saving Solutions 

As a digital emergency response system, the recently launched SOS Dispatch solution is designed to streamline and optimize the city’s emergency response capabilities. It enables effective end-to-end incident management, equipping command centers with technology that aids in evaluating and dispatching the necessary responders with incident-appropriate equipment on time. “When a life is at stake, every moment matters. The mobile technology behind the SOS Dispatch system can greatly enhance the ability of Bacoor’s LGUs to respond and protect its citizens in times of great need,” remarked PLDT VP and Head of PLDT ALPHA Vic Tria.

When a distress call is made, GPS technology accurately pinpoints the caller’s location. The Public Safety and Emergency Response (PSER) Command and Control Center dashboard fields contact center agents who collect, organize, disseminate, and monitor all crucial information regarding an emergency in near-real time. The data is then sent to the responders on dedicated handheld sets with Push-to-Talk (PTT) capabilities, as a means for verification and to help them better locate and respond to the problem.

The solution also acts as a direct link between residents and local government units (LGUs) during emergencies through its two-way mobile technology. Using mobile devices, citizens can transmit photos and live-feed videos of the emergency immediately.

Dedicated to Saving Lives 

Last August, the Philippine National Police (PNP) replaced the longstanding “117” emergency hotline with the internationally standardized “911”. While the intention of the change was to streamline emergency response on a national level, the first 24 hours of the hotline’s implementation was a complete snafu resulting in over 100,000 dropped calls and over 300 prank calls.

The incident was a failure in communication and potentially cost the lives of others. As such, enterprises around the world have taken matters into their own hands to prevent such life-threatening errors from occurring. The United Kingdom uses Airwave, a mobile solutions company owned by Motorola, as the main network and centralized hub for its emergency services.

NEXCOM and ALTECH in Spain have also recently formed a partnership to provide ambulances with mobile solutions designed to reduce overall response time. By using rugged GPS technology, Emergency Medical Teams (EMTs) can accurately pinpoint distress calls and relay crucial information such as the health status of patients and the estimated time of arrival.

The Country’s First

With the deal now in place, Bacoor is all set to become first in the Philippines to implement the SOS Dispatch solution. Bacoor Mayor Lani Mercado-Revilla stated during the contract-signing ceremony that she is “honored and excited” by the new partnership with PLDT ALPHA and Smart Enterprise, noting that the new mobile solution has great potential to upgrade the city’s services. Head of Bacoor Disaster Risk Reduction Management Office (DRRMO) Richard Quion echoed the same sentiment, stating “We expect a continued and strong relationship in terms of servicing the people through the technology provided by PLDT ALPHA and Smart Enterprise to the city government.”
